Facility Management Company IMPEC Group CEO Raffy EspirituRaffy Espiritu has 25 years’ experience as a hands-on entrepreneur who combines traditional business and ethical values with a passion for finding new ways to solve clients’ built environment challenges. At Impec he has created a “customer-first” philosophy that has led to an unprecedented environment in which every Impec customer gives us the highest ranking in Customer Satisfaction.

Skilled in all aspects of facility management services, Raffy has written articles for professional journals on such topics as BIM. ESD issues, green cleaning, building maintenance concerns and industry standards. He has also been a speaker at events for such professional organizations as IFMA, PABSCO, BSCAI and the ESD Society.

Raffy is also deeply involved in several industry organizations. He has been president of the Silicon Valley ESD Society, the Silicon Valley Chapter of IFMA and the Silicon Valley Association for Facility Engineering, Commuter Conference committee member of ISPE and a member of the UC Berkeley Extension on Facility Management, a past board member of the Pacific Building Services Contractor, Raffy carries the FMP (Facilities Management Professional) credential.

Raffy has completed masters courses in Philosophy from the Ateneo de Manila University and Public Administration from the Development Academy of the Philippines.

His vision is to create Impec Group as the preferred resource for bundled facility services that result in better performing, safer and environmentally sound buildings with happier and productive employees who contribute to the value of the owner’s assets.

Raffy’s other passion is songwriting and performing in the open mic circles in Silicon Valley. He has released 3 albums to date.

Facility Management Company IMPEC Group General Manager Christine ChenSince joining the company in 1995, Christine’s management and financial acumen have helped Impec grow into an innovative leader in built environment services. Her duties include oversight of all company divisions, including business development, operations, facilities, administration, human resources and finance. Her passion for quality client service and institutional growth has led to the development of systems, procedures and guidance that have consistently kept Impec among the top ten facility management firms in Silicon Valley. She is currently directing efforts to gain the company ISO 9001 certification, the international standard for quality business management.

Christine has a MBA in Accounting from Golden Gate University and BA in Management and Business Law from China. Christine’s past work experience includes accounting work for prominent international banks and Bay Area CPA and non-profit organization.

Lois Steiner, Masters in System Management, MFA in Sculpture and Textiles, BS in Biological Science, and BFA in Fine Arts

Lois Steiner has over 25 years of real estate and facilities management background – over 20 years as Managing Principal/CEO of Facilities First. Previously managed capital improvement, capital budgets and real estate program for City of Mountain View, Sr. Project Mgr. for Stanford University (programming, through construction) Tenant improvements and ground up projects. She had managed facilities operations, critical facilities and portions of the physical plant at Stanford University. She has expertise in People Management, Change Management, Projects, Contracts, Staffing and Recruitment, CAFM/IWMS Sales, Real Estate and Strategic Business Visioning and Initiatives. She has acted as a trusted advisor in facilities for many companies with a global presence.

Lois has managed programs that include 1. Professional services in workplace management software systems implementation, training and maintenance/support; 2. facility planning and design (strategic, scenario, occupancy, programming, AutoCAD), supporting facilities projects through construction and relocation management; 3. staffing (temporary, temp to hire, contract and regular recruiting) for professional level facilities positions.

Lois has a Masters in Systems Management, MFA in Sculpture and Textiles, BS in Biological science and BFA in Fine Arts.

She believes in a balanced lifestyle carving time to do ballroom and Latin dancing and make jewelry. She likes to hike, read and do renovations.

Ralph Buchanan, CFM, BS in Electrical Engineering
Senior Vice President, Facilities First Division of Impec Group

Over 24 years of experience in Construction, Building Systems Maintenance and Engineering, Planning, Project and Move Management, IWMS/CAFM Software Services and Consulting and Professional Facilities Staffing. Ralph was former IFMA-SV Chapter Administrator for three years and Director of Operations and Maintenance at Stanford University overseeing a staff of 250 for the main campus. He was a Plant Maintenance Office for 16 years at the University of Washington for 16 years. He has served as Board Emeritus of IFMA-SV since 2009. He graduated with BS Electrical Engineering from West Virginia University.

Ralph cares about children, civil rights and social action, environment and human rights.

George Denise, Director of Operations, Oracle

George Denise is the Director of Operations for Oracle’s headquarters buildings in Redwood City, California, overseeing 17 buildings totaling 3.5 million square feet, and he is director of sustainability for Oracle’s HQ Region. Prior to Oracle, George was Managing Director for Cushman & Wakefield, providing facilities management and sustainability services for Adobe System’s global portfolio.

Jason Fang, BS in Computer Engineering
Administration Manager

Facility Management Company IMPEC Group Administration Manager Jason FangJason oversees the Administrative Division (Human Resources, Accounting and IT support) while acting as Project Manager for special programs and projects. With his decade of experience in project management and strong computer and IT background, Jason has arduously re-tooled the administrative and special project capability of Impec. He makes Impec a technologically driven organization, separating itself from the competition with its increasing sophistication to use the latest tools in support of all of Impec’s operations.

Jason has a BS in Computer Engineering from San Jose State University.

He carries the GC License for Impec Group.

Daisy Gao, MA in Accounting
Business Analyst and Senior Staff Accountant

Daisy works closely with top management in developing business goals and strategies; provide management with analytical and technical support, collaborating cross functionally with Operations, Finance, HR and Sales team to identify problems and requirements; She focuses on applicable solutions to improve efficiency and productivity; designing and documenting procedures, process and work flows.

She prepares and files quarterly sales tax returns and assists in filing annual corporate tax and property tax, reconciling, analyzing, and maintaining the general ledger.

Daisy has a MA in Accounting, 3.85 from the Georgetown Washington University.


As Chief Operating Officer Andy is responsible for Impec Group’s Facilities Services, Sales and Marketing divisions. His background includes twenty years in fast-track commercial construction for Silicon Valley’s high tech industry, transitioning to technology and business process solutions for Facilities Management, Commercial Real Estate and Construction. As CEO of the Open Standards Consortium for Real Estate (OSCRE) developing interoperable data exchange standards, his board of directors consisted of the world’s largest real property owners. The International Facility Management Association (IFMA) awarded Andy with a Fellowship designation for his lifetime achievements and contributions to the industry. He brings Impec Group and our customers both the hands-on tactical experience as well as senior level strategic business experience.
