Raffy Espiritu, Founder, President and CEO
Raffy is an entrepreneur who combines traditional business and ethical values with a passion for finding new ways to solve clients’ built environment challenges. At Impec he has created a “customer-first” philosophy that has led to an unprecedented environment in which every Impec customer gives us the highest ranking in Customer Satisfaction.
Skilled in all aspects of building services, Raffy has written articles for professional journals on such topics as ESD issues, green cleaning, building maintenance concerns and industry standards. He has also been a speaker at events for such professional organizations as IFMA, PABSCO, BSCAI and the ESD Society.
Raffy is also deeply involved in several industry organizations. He has been president of both the Silicon Valley ESD Society and the Silicon Valley Chapter of IFMA. He is a current board member of the Association for Facility Engineering, a past board member of the Pacific Building Services Contractor, a member of ISPE and is a licensed FMP (Facilities Management Professional).
Active in community work, Raffy provides academic mentoring of high school students through Milpitas High School and mentors young facility professionals through the Diversity Program of the Silicon Valley Chapter of IFMA.

Christine Chen, Co-founder, General Manager
Since joining the company in 1995, Christine’s management and financial acumen have helped Impec grow into an innovative leader in built environment services. Her duties include oversight of all company divisions, including business development, operations, facilities, administration, human resources and finance. Her passion for quality client service and institutional growth has led to the development of systems, procedures and guidance that have consistently kept Impec among the top ten facility management firms in Silicon Valley. She is currently directing efforts to gain the company ISO 9001 certification, the international standard for quality business management.

Eric Giles, Sr. Director of Operations
Eric brings a strong customer perspective to Impec, having spent more than fourteen years as a senior-level facilities and operations manager at major Bay Area biotech and pharmaceutical companies. During his tenure with companies such as Gilead Sciences, the Gladstone Institutes, Impax laboratories and Yamanouchi Shaklee Pharma, Eric was involved with all aspects of facility maintenance, including leading design for manufacturing operations, overseeing complex maintenance operations, directing expansion initiatives and construction activities, and generating millions in cost savings by identifying process improvements, equipment efficiencies and energy reduction plans. Prior to joining Impec, Eric worked as a consultant in the built environment field.
Eric has participated in field studies for emerging technologies and focuses his attention on improving techniques, equipment and training for Impec and its customers. He holds a degree in Electronics Engineering and Industrial Design from the Cleveland Institute of Electronics.

Jason Fang, Administration Manager
Jason oversees the Administrative Division (Human Resources, Accounting and IT support) while acting as Project Manager for special programs and projects. With his decade of experience in project management and strong computer and IT background, Jason has arduously re-tooled the administrative and special project capability of Impec. He makes Impec a technologically driven organization, separating itself from the competition with its increasing sophistication to use the latest tools in support of all the Impec’s operations.

Celia Smith, Senior Director of Business Development
Celia is Senior Director of Business Development and in close collaboration with the CEO and General Manager provides a strategic role for managing the business development and marketing team to advance the goals and objectives of the organization. A proven business growth and expansion leader; Celia leads and supports team members in presentations, calculations, and strategic submittals, utilizing her extensive experience in Sales Management, Project and Operations Management, and Personnel Development. Her career began in post consumer waste and waste diversion, then, moved on to facility services. Bill is a dynamic Business Development Professional with over 16 years experience in both innovative startups and Fortune 1000 companies. An accomplished professional, Bill excels in creating strategies and executing lead generation, channel development, strategic partnerships, solution sales, and customer service. Linda Fung, Contract Administrator
Linda is responsible for reviewing all request for proposals/quotes and works closely with the Business Development Team to prepare responsive proposals to prospective clients. She manages the contract planning, organizing, negotiation and delivery process to ensure that all contract execution requirements and timelines are met. She also monitors the life cycle of all business contracts with clients to ensure compliance with all terms and conditions.

Rockhaya Fountila, Operations Administrator
Rockhaya has over 10 years’ experience in construction and contract management. She has been responsible for analyzing and implementing solutions to facilitate tracking, monitoring and real-time decision making. In her role in Operations, she works closely with the team to track and monitor all construction activity, from the start process to close out.
